We’re hanging fire right now with respect to the Senate’s duty to pass the UAP Disclosure Act. To review briefly: the House has done its part. Thanks in large measure to the persistence and determination of Rep. Eric Burlison (R-MO), the House adopted his version of the UAP Disclosure Act (UAPDA) as an amendment to the FY2027 National Defense Authorization Act, putting an independent UAP records review process, congressional oversight, and greater public transparency into the House-passed defense bill. Now the responsibility has shifted to the Senate.
Senators Chuck Schumer and Mike Rounds have filed — again, just as they did in 2023 and 2024 — their own UAPDA proposal, this time as Senate Amendment 6344, but filing an amendment is not the same as getting it into the bill. With the Senate racing toward its August recess over the past few days, leadership has been focused on other mustpass business, including a continuing resolution that would fund the government through December 11 and the confirmation of Attorney General nominee Todd Blanche. Efforts to move the NDAA forward before the recess stalled, making September an increasingly important window for action.

That makes the next several weeks critical. Once Senators return to Washington in 5 weeks, the legislative calendar will be compressed further by the approaching midterm elections and Members' desire to return home to campaign. The Senate could still take up and pass its own NDAA, but leadership may also seek to accelerate the process through procedural agreements and move quickly toward negotiations with the House over a final defense bill. Either way, the UAPDA cannot be taken for granted. The House has acted. Now Senators need to hear demands from constituents to protect the UAPDA when negotiations with the House begin.
