As you likely know if you’ve been reading our recent newsletters, for the first time in history, a genuine UAP Disclosure Act is part of the House-passed National Defense Authorization Act (NDAA), the one bill Congress must pass every year. Representative Eric Burlison won its adoption on July 22, after months of procedural resistance. Now the House and Senate are deciding on a final NDAA behind closed doors, using the House version as their base text, and that conference is where the UAPDA will live or die.
Our Senate campaign is over — this next phase of advocacy is different. We’re no longer asking senators to add the UAPDA to a bill. Instead, we’re asking a small group of decision-makers to keep the UAPDA inside the NDAA, fully intact. Our targets are congressional leadership and the chairs and ranking members of the House and Senate Armed Services and Intelligence Committees: thirteen offices that will decide the outcome. And because conference happens with no recorded votes, the only thing that can reach that room is an organized, undeniable public voice.
I'm asking you to take two actions today. Together they take only a few minutes, and they’re far more powerful combined than either one is alone.

The message is the same in both: keep Representative Burlison's UAPDA in the final FY2027 NDAA with not a single provision stripped, and oppose any effort to weaken it in negotiations.
Here’s what’s at stake. Modeled on the law that finally opened the JFK assassination records, the UAPDA — if passed — would gather the government's UAP records at the National Archives, ensure their release unless the government can show specific harm, and create an independent, Senate-confirmed review board with subpoena power. It also would reach records held by defense contractors, so the truth cannot be hidden inside private contracts. In 2023, those are exactly the kinds of provisions that were stripped out in conference, without a public vote. We cannot let that happen twice.
A free people cannot govern themselves in the dark. Please act today, and then forward this message to at least one person in your network who cares about this issue. The difference between genuine disclosure and another hollow promise may come down to how many of us refuse to look away in the next few weeks.
